Vaxelrod LLC builds verifiable AI that helps federal agencies, state governments, and the contractors who serve them turn procurement evidence into defensible, audit-grade determinations. When the evidence is not there, our systems say so. That is the point.
Every rule in our jurisdiction library is source-verified: citation, excerpt, source URL, and verification date. Mixed federal and state solicitations are classified automatically, and the applicable rules from each jurisdiction are checked together in a single pass.
We build the assurance infrastructure that lets federal procurement teams adopt AI while producing an audit-grade record of every decision. Our work spans compliance architecture, formal verification, and the strategic partnerships that sustain them.
The Vaxelrod Intellectual Proprietary System is a purpose-built compliance platform for federal procurement teams. Multi-model arbitration, formal verification, and a refuse-to-attest architecture that never claims compliance without evidence.

Public procurement runs on accountability. Whether you award contracts or compete for them, VIPS produces the one thing every review, protest, and audit asks for: a record of what was verified, against which rule, from which document.
Contracting officers carry personal accountability for every determination. VIPS is designed around that reality: it supports the human decision with cited evidence and never substitutes for it.
State procurement is not small federal. Virginia, Maryland, and DC each have their own statutes, small-business programs, and non-waivable gates. VIPS treats each as a first-class jurisdiction with its own cited ruleset.
Every capability in VIPS serves one obligation: taxpayer money should move only on verified, recorded, reproducible evidence. That is what fraud, waste, and abuse detection looks like when it is engineered into the architecture instead of bolted on as a report.
Documents are hashed and sealed the moment they arrive, so an altered file no longer matches its own record. Excluded and debarred parties are caught against the live SAM.gov system of record, and every attestation is bound to the sealed source bytes it was derived from.
Sealed intake · Live exclusion screening · Provenance-bound attestationsDeterministic critical gates halt non-compliant submissions cold, and unverifiable claims return an honest INCONCLUSIVE rather than a confident guess, so spend is never justified by an answer the evidence does not support. Credential expiry warnings prevent doomed bids and voided awards.
Deterministic gates · Refuse-to-attest · Credential readinessEvery override requires a written rationale. Every Go/No-Go requires a justified, recorded acknowledgment. The hash-chained ledger is tamper-evident and independently re-verifiable, so abuse of discretion leaves a trail that cannot be quietly edited away.
Recorded overrides · Accountable decisions · Tamper-evident ledgerOversight bodies, inspectors general, and legislatures are converging on the same demand: AI in public procurement must be explainable, auditable, and reproducible. VIPS was architected for that standard from its first commit. In the coming years, our goal is simple: when a federal agency or a state government asks how a procurement decision was made, the answer is a sealed, cited, re-runnable VIPS record.
The centerpiece of the VIPS v8.0 program: a unified evidence engine that transforms how procurement documents become defensible determinations.
Today, VIPS verifies rules against documents. FORGE makes the documents themselves first-class evidence. Every file that enters the platform passes through a zero-trust pipeline: validated, sealed, classified, and shredded into citable evidence objects before a single determination is made, with provenance tracked from first byte to final finding. The result is a system where every PASS, FAIL, or INCONCLUSIVE can be reproduced end to end from the exact sealed bytes it was derived from.
Zero-trust upload with format and integrity validation.
Hashed into write-once storage. The record of record.
Document type and jurisdiction identified automatically.
Decomposed into discrete, addressable evidence objects.
Every determination bound to pinpoint evidence.
Reproducible findings with full provenance.
FORGE is being formalized under versioned, frozen data contracts with machine-checked verification logic. Its refuse-to-attest rules are properties of the system that can be independently checked, not claims on a slide.
An auditor, a protest reviewer, or a program office can trace any finding back to sealed source bytes and re-run the determination. Compliance stops being an assertion and becomes a reproducible result.
FORGE applies the same evidence standard to federal, state, and district rules alike. New jurisdictions plug into the engine as cited rulesets; the pipeline never changes.
